Origins
The first Owners' Meeting was held on July 3rd 1996 and members of the Heritage Fergus Committee explained the technicalities of heritage conservation district designation. During subsequent meetings, the owners expressed approval of the objectives and intentions of district designation, and they elected a steering committee in order to proceed with this matter.
The Fergus Official Town Plan
This report is based on the Fergus Offical Town Plan, Section D.6 HERITAGE CONSERVATION, and sub-sections D.6.3 - D.6.17, which concern designation of an area as a Heritage Conservation District, pursuant of the provisions of the Ontario Heritage Act. The following subsections of the Town plan are of special relevance:
- D.6.3.a) The area under consideration contains a grouping of buildings that are architecturally significant due to workmanship, beauty, and uniqueness.
- D.6.3.d) The are under consideration has a special association with the Town's development, and is distinctive within the Town, warranting the protection of the entire area.
- D.6.4.a) The Town will define by by-law the area to be examined as a candidate for designation.
- D.6.4.c) The town will establish a 'steering committee' which will advise the Town on matters pertaining to the designated district.
- D.6.5.a & b) In consultation with the Steering committee, the Town will encourage property owners within the district to maintain and repair heritage buildings and associated landscape features, and to seek government grants for eligible conservation work.
- D.6.7. In initiating public works and landscaping within the Designated Heritage Conservation District, the Town will ensure that the existing streetscape is maintained and that proposed changes respect are sympathetic to the heritage character of the district.
- D.6.9. This document constitutes the "Heritage Conservation District Plan" required by the Town prior to the designation of the district in question.
